Final essay examination for Homeland Security class

Identify the three major factors that will arise as the DHS progresses in asserting itself asan effective federal department focused on protecting the United States from all hazards. What other issues may the DHS need to address in the future? In order for DHS to progress and become more effective in the future it will have to improve on some areas to increase their effectiveness and ability to be able to handle all hazards approach to security within the country. One of the most critical factors I can see is their internalcommunication between departments and external communication with other agencies. When FEMA became a part of the DHS a large part of the FEMA family decided to leave after they perceived FEMA being chopped up and put under a new agency. In the beginning this createdissues with communication and greatly reduced cross department dialog. In order for the agencyto truly be able to handle any hazard that jeopardizes homeland security the agency must be ableto network with other agencies and be able to share information freely between them. HurricaneKatrina is one example where the DHS director did not act quick enough to minimize casualtiesand reduce hardship to the people impacted by the hurricane. Miscommunication and otherfactors played a large role in some delayed response. Regardless of the department is within theDHS or an outside agency communication and knowledge sharing is critical to their continuedsuccess.Funding is another issue that needs to be addressed in order for the agency to be able tocontinue to stay ahead of the learning curve. When the DHS budget is reduced some key criticalprograms or departments will feel the effect and that could jeopardize the DHS fromaccomplishing an all-hazards approach to their mission. The DHS should evaluate all of theprograms within the agency and ensure the dollars requested are actually used for their intendedpurpose and that the program is aligned with the goals and directives of the DHS
